The Nova Scotia Department of Cyber Security and Digital Solutions (CSDS) launched a multi-year SAP Modernization Program to modernize finance and logistics systems across government, healthcare, and education sectors. Supporting organizations including Nova Scotia Health, IWK Health, and provincial departments, the initiative aimed to improve operational efficiency through new SAP applications, cloud migration, and business process transformation.
The Challenge
The program impacted more than 11,000 stakeholders across multiple organizations and operational environments. Because SAP implementations significantly affect day-to-day workflows and responsibilities, the Province needed a coordinated change management approach to support adoption, reduce disruption, and prepare teams for large-scale organizational change.

Developed and implemented a province-wide change management strategy that included stakeholder engagement, impact and readiness assessments, planning workshops, communication materials, and adoption support for leadership teams, SMEs, and end-users.

As one of Atlantic Canada’s largest research-intensive universities, Dalhousie University supports more than 20,000 students across multiple campuses, faculties, and technology environments. As the number of IT initiatives continued to grow, leadership needed greater visibility into project priorities, timelines, resources, and spending to support informed decision-making.
The Challenge
Projects were being managed across teams using different tools, reporting methods, and approval processes, making it difficult to consistently track progress, balance workloads, and maintain a clear view of organizational priorities. As demand increased, the university needed a more coordinated and scalable approach to governance and project oversight.
The Work
Developed and implemented a Project Management Office (PMO) framework tailored to Dalhousie’s Information Technology Services environment. This included establishing standardized project intake and approval processes, introducing shared templates and governance practices, and supporting adoption through collaborative working sessions and training.
The Solution
Created a more connected and transparent project delivery environment that improved visibility across the IT portfolio and strengthened leadership decision-making. The PMO framework helped standardize project oversight, improve resource planning, and establish a scalable foundation for managing future technology initiatives across the university.
The Mandate
The Nova Scotia Office of the Fire Marshal (OFM) and Department of Municipal Affairs (DMA) launched a province-wide initiative to modernize how fire service information is managed across Nova Scotia. The goal was to replace fragmented legacy systems with a modern platform capable of supporting inspections, investigations, incident reporting, training records, permitting, analytics, and future integration with systems such as NG911, CAD, and GIS.
The Challenge
The project involved balancing the operational needs of fire services across the province within a highly regulated public safety environment. Limited vendor options also meant the Province needed to shift away from a traditional competitive procurement process while still maintaining strong governance, documentation, and audit accountability throughout the selection process.

Supported stakeholder engagement, requirements gathering, market analysis, procurement planning, vendor evaluations, demonstrations, and development of decision-support documentation throughout the procurement lifecycle.

Halifax Water delivers water, wastewater, and stormwater services to more than 380,000 residents across the Halifax Regional Municipality while managing one of the region’s largest and most critical infrastructure networks. With significant ongoing investment in capital projects and infrastructure renewal, the organization needed a more efficient and connected way to manage its annual capital program.
The Challenge
As the capital program evolved, project teams were managing large volumes of information across multiple systems and workflows. Maintaining consistent visibility into project status, approvals, and reporting across the organization became increasingly complex as the scale and pace of infrastructure work continued to grow.
The Work
Worked with stakeholders across the organization to streamline and standardize capital project management processes and improve how information was managed across the program. This included redesigning workflows, standardizing templates and approvals, and creating a more centralized and reliable approach to project tracking and reporting.
The Solution
Delivered a more connected capital project management environment that reduced manual effort, improved reporting reliability, and gave teams greater visibility into project status and approvals. The result was faster access to information, more consistent decision-making, and a stronger foundation for managing Halifax Water’s growing infrastructure investment program.
The Mandate
Digital Nova Scotia represents a technology sector contributing more than $3.6 billion to the provincial economy. As the sector continued to grow, the organization needed a clear strategy to support workforce development and strengthen industry partnerships.
The Challenge
To secure continued Sector Council funding, the plan needed to connect labour shortages, skills gaps, and workforce needs to practical actions that would support employers, workers, and the province’s rapidly growing tech sector.

Led development of a three-year strategic plan and funding submission through stakeholder engagement, sector analysis, and alignment of strategic priorities with funding requirements.

Following the 2020 consolidation of Windsor and the Municipality of West Hants, West Hants Regional Municipality was navigating a period of significant growth and change across the region. With more families, businesses, and development moving into the community, municipal leadership wanted to ensure they were well-positioned to continue delivering reliable services and supporting the evolving needs of residents.
The Challenge
As the municipality continued to grow, leadership needed a clearer understanding of how staffing, organizational structure, compensation, and workforce support aligned with day-to-day operations and long-term community priorities. The review also needed to bring together perspectives from Council, leadership, employees, and union representatives to help shape a practical path forward.
The Work
Led a municipality-wide organizational review that included stakeholder interviews, employee engagement surveys, policy and document analysis, and benchmarking against peer municipalities to better understand workforce capacity, governance practices, and operational needs.
The Solution
The Mandate
IWK Health supports more than 500,000 patient visits each year across women’s, children’s, and family health services. The organization was beginning the development of a new strategic direction for Women’s and Newborn Health services to help guide future priorities and care delivery.
The Challenge
The planning brought together a wide range of perspectives across healthcare providers, leadership, and community stakeholders. Given the sensitive and personal nature of the care provided, it was important to create alignment while ensuring voices and patient experiences were meaningfully reflected in the future direction of care.

Planned and co-facilitated strategic planning sessions and stakeholder interviews, captured key themes and decisions, and translated stakeholder input into clear recommendations, guiding principles, and actionable priorities.

Emergency communication systems are critical public safety infrastructure where reliability, speed, and continuity directly impact community safety. As emergency service standards evolved, BFES needed to modernize its communications environment to support Next Generation 9-1-1 (NG9-1-1) requirements without disrupting critical response operations.
